For the past year, we have seen a dramatic rise in the number of personal recognizance bail bonds being issued by Judge Lawrence Bolling in Douglas County Court. From what we have witnessed, even high risk felony cases; such as sexual assault on a child, are granted personal recognizance bail bonds. <br />
<br />
During a recent conversation with one of the Douglas County Sheriff's Office Fugitive Task Force Deputies, it was disclosed that the number of fugitives wanted for failure to appear has skyrocketed. According to them, they are completely buried in fugitive cases and get more every day. When it was brought to their attention that the Court has been issuing personal recognizance bail bonds on nearly every case, the deputy was shocked. Then, after giving the matter some thought; the deputy remarked that it did seem like their fugitive cases were almost always personal recognizance bail bonds and not surety bail bonds or bondsman bail bonds. <br />
<br />
That is because with a surety bail bond or a bondsman bail bond, if the defendant fails to appear; the bondsman and/or his fugitive recovery agents go after the defendant and return them to the custody of the Sheriff's Office. This practice effectively ensures that those facing Court proceedings actually appear in Court; thus giving the victims and the people of the state the ability to see Justice rendered.<br />
<br />
With a personal recognizance bail bond, the defendant is released from the custody of the Sheriff's Office on their own promise that they will appear for every Court appearance. In the cases where Douglas County Court Judge Lawrence Bolling issues a defendant a personal recognizance bail bond, there is often some monetary amount affixed to the bond; for example: a $5000 personal recognizance bail bond. So, the defendant agrees that if they fail to appear, they will owe $5000. <br />
<br />
The fallacy of this practice is that the defendant is not going to Court and is on the run, so how does the Court expect to collect the $5000? Furthermore; if the defendant is arrested after failing to appear, the Court does not require the payment of the $5000. This practice of personal recognizance bail bonds is a Paper Tiger; it has no enforcement and no teeth.<br />
<br />
If a defendant fails to appear on a surety bail bond or a bondsman bail bond, the court holds the bondsman and their surety company liable for the money or the return of the defendant to the custody of the Sheriff's Office. As such, the surety and/or the bondsman are very motivated to ensure the defendant appears for Court or that they bring the defendant in after they have failed to appear.<br />
<br />
So the surety bail bond company and/or the bondsman bail bond company is held to a different enforcement standard than the personal recognizance; i.e. defendant bail bond. Whatever happened to Equal Protection Under The Law? <br />
<br />
Even worse, by issuing these Paper Tiger personal recognizance bail bonds, the Court is giving defendants no motivation to appear for Court; thus robbing the victims of these cases of their right to see Justice served.<br />
<br />
These issues are not isolated to Douglas County; they are proliferating the Court system throughout the country and are leading to the ballooning number of wanted fugitives. Voice your concerns to your local Courts and Judges. They need to know the ramifications of their actions.<br />

A combined effort from the Douglas County Sheriff's Office, the Castle Rock Police Department, the Jefferson County Sheriff's Department and the United States Postal Inspection Service led to the capture of Danielle McDaniel and Michael McDaniel for stealing from numerous mailboxes throughout Douglas County. After all that and with more charges likely to be filed, the judge released both defendants on their own recognizance; i.e. their "promise" that they will show up to all of their court dates. Yeah, they sound like upstanding citizens. Way to look out for the citizens of the community, Judge!<br />

Two suspects have been taken into custody for stealing from mail
boxes throughout Douglas County and the Town of Castle Rock. The
suspects were arrested as a result from a combined effort from the
Douglas County Sheriff’s Office, the Castle Rock Police Department, the
Jefferson County Sheriff’s Office and the United States Postal
Inspection Service.<br />

The suspects are identified as Danielle McDaniel (11/17/1981) and Michael McDaniel (04/06/1975), from Castle Rock.<br />
Danielle McDaniel was arrested on suspicion for Unlawful Possession
of a Controlled Substance 18-18-403.5(2)(a) Drug Felony 4. Mrs.
McDaniel has been released from jail on a $2000.00 personal recognizance
bond.<br />
Michael McDaniel was arrested on suspicion for Criminal Possession of
a Financial Transaction Device 18-5-903(1)(2)(c) Felony 4. Mr.
McDaniel has been released from jail on a $3000.00 personal recognizance
bond.<br />
<br />
This investigation is on-going and there is a possibility that more
charges will be filled against Mr. and Mrs. McDaniel in the future.
This investigation is still open and no further comments can be made
about the specifics of this case.<br />
Through the investigation numerous pieces of mail were recovered and
investigators will be combing through the evidence for additional
possible victims. If anyone has any information regarding this

CO law enforcement targets child and adult sex traffickers during World Cannabis Week<br />
<br />
Police recovered five minors, arrested several adults for prostitution and trafficking during World Cannabis Week when thousands of tourists visited
Colorado. Local, state and federal law enforcement agencies conducted
operations to curb sex trafficking and exploitation, which resulted in
the recovery of five children and the arrest of nine adults for
trafficking and 26 adults for prostitution. Many other adults being
trafficked were contacted and offered food, shelter, treatment and other
services.
<br />
The sex trafficking operations were conducted across the Denver Metro
area and along the Front Range during the week of April 18 because
large scale events attract tourists and can also create a demand for
prostitution. FBI personnel conducted research before and after “World
Cannabis Week” in 2015 and noted a 35% increase in the number of online
escort postings. Also, during this year’s event, nearly 40% of the
escorts told police they traveled to Colorado for the special event.<br />
“Whenever an event draws people from around the world, you will see
an increase in sex trafficking,” said FBI Denver Special Agent in Charge
Thomas Ravenelle. “The reality is major events will always have some
organized criminal activity, including people who facilitate and profit
from prostituting adults and children.”<br />
The cooperative effort included participation from the Adams County
Sheriff’s Office, Arapahoe County Sheriff’s Office, Arvada Police
Department, Aurora Police Department, Castle Rock Police Department,
Colorado Department of Corrections, Colorado Springs Police Department,
Colorado State Patrol, Colorado Trafficking and Organized Crime
Coalition, Denver Police Department, Douglas County Sheriff’s Office,
Federal Bureau of Investigation, Golden Police Department, Homeland
Security Investigations, Jefferson County District Attorney’s Office,
Jefferson County Sheriff’s Office, Parker Police Department, Rocky
Mountain Innocence Lost Task Force, Rocky Mountain Safe Streets Task
Force, and Wheat Ridge Police Department.<br />
One of the recovered minors, a 15-year-old victim, had been
transported to Colorado from California by traffickers specifically for
“420 Week.” Law enforcement arrested nine alleged traffickers on
numerous felonies, including Pedro Davalos for Human Trafficking for
Sexual Servitude. Police also arrested alleged pedophile James Brent
Anderson, who allegedly made arrangements with an undercover officer to
purchase a seven-year-old for sex.<br />

After more than 60 years of wearing the same uniform; with few changes, the Arapahoe County Sheriff’s Office will be wearing a different look starting at 6 a.m. on Sunday, May 1. The change will not only modernize the look of the agency, but will also be a cost savings to taxpayers.</div>

Deputies have been wearing a medium blue shirt and striped pants, but will go to an all-black uniform. The new patch will now reflect Arapahoe County's history as the first Sheriff’s Office in the state and will also include the rank of each deputy. The new uniform will give deputies a more recognizable look as law enforcement personnel, and a look that is consistent with other agencies in the area. </div>

The new shirts have built-in reflective features that can be exposed for safety when necessary. The old pants were hot in the summer, cold in the winter, and were inflexible and uncomfortable for the active work deputies are doing up to 12 hours each day. The new pants are flexible and durable, ensuring comfort and creating longer wear time.</div>

Overall, between the costs of the new uniforms and changes in the volume of uniform items ordered, the cost savings will be approximately $167 per sworn employee over the long-term. That savings adds up for 485 commissioned deputies. Additionally, fewer uniforms will be issued to deputies generally </div>

The bulk of the savings comes from selecting a common uniform color. The shirts for the current uniform are custom-dyed. Not only has the Arapahoe County Sheriff's Office paid for the color, they also have to pay a stocking fee to the supplier to maintain adequate stock. This will no longer be the case. The Sheriff’s Office used its uniform budget from 2015 and 2016 to fund the initial uniform transition so there are no negative budget impacts for the change.</div>

Hot chocolate, holiday carols and twinkling lights – all signs the
holiday season is upon us. Make sure your holidays are full of memories,
magic and merriment with the Town’s new event series, Season of the
Star.<br />
The series of events will help celebrate the warmth of our community
and will make sure Saturdays truly shine in Castle Rock this season.
Join friends, family and neighbors as the Town, the Castle Rock Chamber
of Commerce and the Downtown Alliance help the community get into the
spirit of the season.<br />
Starting the week after Starlighting, the Season of the Star events
will be held Downtown and at Festival Park every Saturday, giving
families new ways to enjoy the charm of Downtown and create new

Colorado State Patrol Trooper Hit by Drunk Driver</h1>

On Sunday night, November 15, 2015 at approximately 8:50 p.m., a
Colorado State Patrol Trooper, Jamie Jursevics, was fatally struck by a
vehicle on I-25 just north of Tomah Road while assisting at the scene of
an accident. After hitting the trooper the suspect fled the scene
continuing southbound on I-25. The suspect was stopped on Spruce
Mountain Road and taken into custody by Palmer Lake Police Department.<br />
The suspect arrested is 52-year-old Eric Henderson. Henderson is
being held on a million dollar bond at the Douglas County Jail. He is
facing multiple charges, including vehicular homicide, leaving the scene
of an accident, driving under the influence, and careless driving
resulting in death.<br />
Our hearts go out to the family of Trooper Jursevics and to the
Colorado State Patrol. This is a tragic and avoidable crime. We would
like to remind drivers that if you see an officer on the side of the
road please slow down and move at least one lane away from the officer,
if possible. This is Colorado law.<br />
The Douglas County Sheriff’s Office would like to thank all of the
surrounding emergency responders for their assistance in this
unfortunate incident.<br />

Multi-Jurisdiction Car Chase Leads Defendant to 160 Years in Prison</h1>

CASTLE ROCK – Today, a Douglas County judge sentenced defendant
Ryan Cole Stone to 160 years in the Department of Corrections for a 2014
high-speed vehicle pursuit that required twelve law enforcement
agencies to respond and two district attorney’s offices to prosecute
(2014CR154 – Douglas).<br />
<br />
In the early morning of March 12, 2014, the defendant approached
members of the Longmont Fire Department, who had their engine parked at
14<sup>th</sup> Avenue and Sherri Mar Street in Longmont. The defendant
initially asked for a ride to a homeless shelter but mid-route, asked to
be dropped off at the Bradley Gas Station located at 1700 Main Street
instead.<br />
<br />
Shortly after arriving at the gas station, the defendant found a red
Ford Edge with the engine running. The defendant got into the car and
drove off. The car had a four-year-old child in the backseat and once
the child’s mother realized the car was gone, the authorities were
alerted.<br />
<br />
At 6:29 a.m., the Longmont Police Department dispatched an officer to
the gas station and by 6:59 a.m., an AMBER alert was issued for the
child.<br />
<br />
Colorado State Patrol (CSP) found the defendant’s car on I-25 and
began to follow him. Although his emergency lights or sirens were not
on, the vehicle began to accelerate. The Ford Edge traveled at speeds
around 100 MPH and utilized all lanes of traffic.<br />
<br />
At 7:38 a.m., the Brighton Police Department began its assistance in
the pursuit at I-76 and Bromley Lane. At 7:39 a.m., while on Bromley
Lane, the defendant struck the front passenger side bumper of a 2011 tan
Kia minivan and pulled in front of it. The defendant ran up to the
driver, pulled her out of her seat by the legs and ankles and forced her
out of the vehicle. A teenage passenger ran out of the minivan as the
defendant took control of it. When law enforcement arrived, they found
the four-year-old child along with the two victims of the Kia minivan.<br />
<br />
The defendant continued the pursuit and drove westbound on I-76,
narrowly missing cars and law enforcement. He eventually drove onto
E-470 southbound while officers pursued with him with emergency lights
and sirens.<br />
<br />
At 8:02 a.m., Colorado State Trooper Bellaman Hee attempted to deploy
stop sticks near the westbound exit of E-470 and Chambers Road. The
defendant approached Trooper Hee at a very high speed and struck him.
Trooper Hee landed in the field on the north side of the guardrail. The
defendant drove off with visible smoke emitting from the front end of
the vehicle. Trooper Hee sustained serious bodily injuries that included
compound fractures to his tibia and fibula.<br />
<br />
At 8:03 a.m., the defendant exited the westbound exit of E-470 and
Peoria Street and struck a silver BMW with its front end directly over
the front driver’s side tire. The defendant got out of the car to yell
at the driver of the BMW, got back in his car, and drove southbound on
Peoria Street.<br />
<br />
Two minutes later, the defendant struck a black Nissan sedan on
southbound Peoria Street. He rear-ended the black Nissan four times. The
victim moved his car to the left and the defendant continued his route.<br />
<br />
A few seconds later, the defendant approached westbound Belford
Avenue and approached a silver Toyota sedan. He struck the front
driver’s side of the silver Toyota. The defendant got out of his car,
walked towards the driver of the silver Toyota and opened the driver’s
side door. The defendant pulled the victim out of the car and threw her
into the ground of the median. She immediately got up and tried to grab
the suspect but the defendant drove away.<br />
<br />
At 8:06 a.m., the defendant drove the silver Toyota towards Lincoln
Avenue. A Douglas County Sheriff’s Office vehicle had their emergency
lights on at the intersection of Lincoln Avenue and Peoria Street, next
to a dark-colored truck. The defendant tried to drive between the two
vehicles at the intersection but could not get through.<br />
<br />
In an effort to get away, the defendant then hit another silver sedan
and Mazda SUV that were on the westbound intersection of Lincoln Avenue
and Peoria Avenue. The defendant got out of the vehicle, went to the
driver’s side door of a Subaru Outback. The Subaru was blocked by a DCSO
vehicle and was unable to drive further.<br />
<br />
At 8:06:56 a.m., the defendant ran around the back of the Subaru
Outback towards the intersection and into a shopping center in the northwest side
of the intersection. As he ran around the facility, he turned a corner,
slipped, fell on his back, got up and continued to run.<br />
<br />
At 8:07 a.m., the defendant tried to jump over a 6-foot rod iron
fence surrounding the Windsor at Meridian Apartments. When he was unable
to jump over the fence, the suspect continued to run down the fence for
about 50 feet. When DCSO deputies approached him, the suspect laid face
down on the ground and gave up. He was placed into custody.<br />
<br />
The entire incident was approximately 90 minutes, of which 50 were recorded on video by a news helicopter.<br />
<br />
On April 29, 2015, a Douglas County jury convicted defendant Ryan
Cole Stone (2014CR154 – Douglas) of 18 charges related to a car chase
that started in Longmont and ended in Douglas County on the morning of
March 13, 2014. The jury began deliberating the morning of April 28,
2015. The defendant was convicted on the following counts:<br />
<ul>
<li>One count of Attempted Manslaughter (F5)</li>
<li>One count of First Degree Assault – Extreme Indifference (F3)</li>
<li>One count of Leaving the Scene of an Accident Involving Serious Bodily Injury (F4)</li>
<li>Two counts of Robbery (F4)</li>
<li>One count of Vehicular Eluding (F4)</li>
<li>Three counts of Motor Vehicle Theft – $20,000 or Less (F4)</li>
<li>One count of Criminal Mischief – $20,000 or More (F3)</li>
<li>One count of Vehicular Assault – Reckless (F5)</li>
<li>Two counts of Child Abuse – Knowingly/Reckless-No injury (M2)</li>
<li>Five counts of Leaving the Scene of an Accident – Damage Only (T2)</li>
</ul>
<br />
The jury found the defendant guilty of a lesser included charge of
the initial top count of Attempted First Degree Murder and found him
guilty of Attempted Manslaughter. He was found not guilty of one count
of Second Degree Kidnapping (F4) and one count of Attempted Robbery
(F5).<br />
<br />
The defendant had also been charged with four counts of Habitual
Criminal sentence enhancements and one Violent Crime sentence
enhancement. The court found the defendant to be a habitual criminal on July 31, 2015.<br />
<br />
Due to the severity of the crimes that occurred throughout multiple jurisdictions on the date of the incident, the 18<sup>th</sup> Judicial and 20<sup>th</sup> Judicial District Attorney’s Offices prosecuted this case. 18<sup>th</sup> Judicial Senior Chief Deputy Jason Siers, 18<sup>th</sup> Judicial Deputy District Attorney Laura Wilson and 20<sup>th</sup> Judicial Chief Trial Deputy Adrian VanNice represented the People in this matter.<br />

18<sup>th</sup> Judicial District Attorney George Brauchler stated:
“In jail, he bragged about mimicking a video game. On our roads, he put
himself above the safety of everyone—men, women, and children. In
beginning a 160 year sentence in prison, he is experiencing the part not
shown on the video game. He has chosen to live a life of crime, having
racked up five felony convictions before this latest crime spree. He is
one of the reasons why prisons exist and why our state continues to
support mandatory sentences to them for chronic offenders. Since I have
taken office, this guy is the third Douglas County defendant to earn a
triple-digit sentence to prison for endangering the lives of our law
enforcement officers and community. While other places outside of
Colorado seemingly struggle with how to value law enforcement, in
Douglas County and the Eighteenth Judicial District, we will continue to
vigorously fight to protect those who protect us.”<br />
<br />
20<sup>th</sup> Judicial District Attorney Stan Garnett stated: “I
am pleased that justice was achieved in this case and that Judge King
imposed an appropriate sentence for this horrific crime spree. I was
also pleased that my office was able to work so collaboratively with
George Brauchler and the 18th JD DA’s office and that our Chief Trial
Deputy Adrian VanNice was able to co-counsel this case. When Public
Safety is at stake, the District Attorneys of Colorado will always join
forces to achieve justice, as we did in this case.”<br />
<br />
Twelve law enforcement agencies responded to assist on the day of the
incident. They are as follows: Colorado State Patrol, Longmont Police
Department, Douglas County Sheriff’s Office, Arapahoe County Sheriff’s
Office, Aurora Police Department, Boulder Police Department, Brighton
Police Department, Broomfield Police Department, Commerce City Police
Department, Denver Police Department, Lone Tree Police Department, and
Parker Police Department.<br />
<br />
Colorado State Patrol Chief Colonel Scott Hernandez stated: “The
events of 18 months ago will never be forgotten. Today, however, we can
now truly begin to move past them thanks to those that worked tirelessly
to see that justice was served.”<br />
<br />
Douglas County Sheriff Tony Spurlock stated: “I’m proud that with
the cooperation of all involved law enforcement agencies we were able to
take this dangerous criminal down after his metro wide crime spree. I’m
thankful that by the grace of God, he did not injure more citizens or
Officers. I want to express my gratitude to the media who broadcasted
Stone’s location to help us locate and apprehend him, the hard work and
persistence of the Investigators, as well as the District Attorney’s
Office who brought him to justice.”<br />
<br />
Longmont Police Department Commander Jeffrey M. Satur stated: “The
Longmont Police Department would like to thank all the officers who
risked their safety to help recover the abducted four-year-old child and
apprehend Ryan Stone. We know this would not have been possible without
the tremendous support of the helicopter news crew. Their continuous
presence helped keep the suspect and child under a watchful eye. We also
want to recognize the great work of the Prosecutors from the Douglas
County and Boulder County District Attorney’s Office.”<br />

Of course, there are usually a few convenient scapegoats listed as the cause of this issue; everyone from the Bail Bond Industry to the jail staff to "The System". Over the years, we have witnessed a different cause of jail overcrowding: PreTrial Service programs.<br />
<br />
Yes, yes, we've heard how PreTrial Service programs are here to save us all from jail overcrowding; but in truth, we've repeatedly witnessed how these programs actually contribute to the issue.<br />
<br />
Now don't get us wrong; PreTrial Service programs do provide some benefits. There are certainly many defendants out there who absolutely need to be monitored as to their location, drug and/or alcohol consumption, etc.<br />
<br />
However, some of the policies of these programs are holding defendants in custody much longer than is necessary. In Douglas County Colorado; for example, when a defendant has been ordered to have electronic monitoring, the jail staff are prevented from preparing a defendant's bond until the staff receives approval from PreTrial Services. Here's a scenario we have experienced on numerous occasions: a defendant is arrested for a DUI on a Thursday night, appears in court for their advisement on Friday, has a bond set and is ordered to wear an alcohol monitoring device. <br />
<br />
Unfortunately, PreTrial Services in Douglas County requires that all arrangements for electronic monitors be completed by 2:30 pm. In these cases, there is often insufficient time to make the deadline imposed by PreTrial Services. This results in defendants being unnecessarily detained throughout the weekend; adding at least 2 days to their incarceration time. On holiday weekends this unnecessary detainment frequently hits 4 days. <br />
<br />
Compounding this issue, is that if PreTrial Services deems that it is too close to their deadline, they will not allow the arrangements for the monitor to be made that day. So, if the family wants to handle the arrangements on a Tuesday afternoon in order for the defendant to be released the following morning, PreTrial Services in Douglas County makes the family come back the next morning and then starts the process. These inefficiency delays result in the Douglas County Sheriff's Department having to continue to house defendants who should have bonded out several days earlier.<br />
<br />
Banks stay open past 5 o'clock on weekdays and are open for business on Saturdays; some even on Sundays. Given this; it would seem that the obvious solution would be to force PreTrial Services to at least work "Banker's Hours" LOL!<br />

Let’s keep this trend going and don’t create a Crime of Opportunity.
Thieves like to hit vehicles when they know the owners will be gone for a
while: park and trailheads, movie theatres, and mass transit parking
lots are prime locations.<br />
Here are some tips and reminders to limit crimes of opportunity:<br />
<ul>
<li>Limit personal items left in your vehicle and keep them out of sight</li>
<li>Place bags, purses, and other valuables in the trunk <strong><em>PRIOR</em></strong> to getting to your destination. You never know who is watching</li>
<li>Never leave a convertible top down</li>
<li>Never leave car windows open or doors unlocked</li>
</ul>
Other preventative options:<br />

<strong>The Douglas County Emergency Telephone
Service Authority (DCETSA) is pleased to announce the ability to send a
text message to 9-1-1 as an integrated service to our 9-1-1 network and
9-1-1 equipment. Thorough testing has been conducted and Text to 9-1-1
is live, for the public in Douglas and Elbert Counties.</strong><br />
<strong>Texting to 9-1-1 provides accessibility to the hearing and
speech impaired population and provides an alternative to reach help in a
dangerous situation when a voice call is not possible or where a voice
call fails due to a high volume of phone activity but texting is
successful.</strong><br />
<strong>DCETSA 9-1-1 is excited to enhance our public safety services
and join other Colorado agencies such as Arapahoe, Jefferson,
Broomfield, Larimer, Eagle, Pitkin, Mesa and Garfield Counties who are
already providing this service.</strong><br />
<br />
<strong>How to text to 9-1-1 in an emergency:</strong><br />
<ul>
<li><strong>Enter the numbers “911” in the “To” field.</strong></li>
<li><strong>The first text message to 9-1-1 should be brief and contain the location of the</strong></li>
</ul>
<strong>emergency and type of help needed.</strong><br />
<ul>
<li><strong>Push the “Send” button.</strong></li>
<li><strong>Be prepared to answer questions and follow instructions from the 9-1-1 call taker.</strong></li>
<li><strong>Text in simple words- do not use abbreviations.</strong></li>
<li><strong>Keep the text message brief and concise.</strong></li>
</ul>

<strong>When to text to 9-1-1</strong><br />
<ul>
<li><strong>If you are hearing impaired.</strong></li>
<li><strong>When a voice call could increase a threat.</strong></li>
<li><strong>If you are injured and cannot speak.</strong></li>
<li><strong>If you are in a remote location and can only send a text message.</strong></li>
</ul>

<strong>Currently, the four major carriers; AT&T, Sprint,
T-Mobile and Verizon Wireless have agreed to offer the text to 9-1-1
service. However, this does not mean that the service is available in
all areas. Should you be out of the area, for that Carrier, you will
receive a message stating that the text service is not available and to
call 9-1-1. Photos, videos and other attachments cannot currently be
sent to 911 via text, although those capabilities will be available in
the future.</strong><br />
<br />
<strong>DCETSA is the governing authority for the administration of
9-1-1 in Douglas County, Colorado. DCETSA 9-1-1 supports three (3) 9-1-1
centers in Douglas County; Douglas County Sheriff’s Office, Castle Rock
Police Department, and joint communications of Lone Tree and Parker
Police Departments, as well as the Castle Rock Fire Department, South
Metro Fire Rescue, Littleton, West Douglas, Larkspur, Franktown, Jackson

A voice from Douglas County will go out across the nation to pay
tribute to law enforcement officers who lost their lives in the last
year.<br />
Deputy Dawn Elzi of the Douglas County Sheriff's Office will have the
honor of performing the national anthem in Washington, D.C., at a
candlelight vigil May 13 for fallen officers as part of National Police
Week.<br />
Deputy Elzi will be part of a larger honor guard contingent from Douglas
County that will be making the trip to Washington. She answered some
questions from Colorado Community Media:<br />
<b>How did you end up being chosen to sing?</b><br />
The Washington, D.C. (Fraternal Order of Police) has a spot on their
website where you can submit a demo tape and a little bio and you're
basically putting in for singing at the candlelight vigil, which is the
big ceremony for the week. The DC sheriff's office is sending me as part
of our honor guard to go anyway. When I received my confirmation email
that listed the things we would be doing as part of the honor guard, in
the email they asked me if I would be available for the national anthem
ceremony for the fallen officers. Of course I accepted.<br />
<b>How does it feel to be chosen to sing at such a big event?</b><br />
I'm very excited. It's quite an honor to participate, period, in the
week, but then to be picked for something like that is pretty awesome.
There will be agencies there from across the country and some even
internationally.<br />
<b>Considering all that has gone on this year with law enforcement across the country, do you feel an extra sense of purpose?</b><br />
Very much so. It's difficult in our line of work sometimes to feel
like we're making a positive difference in the lives of the community
and the lives of our brothers and sisters in blue. So I think that it's
an honor to be chosen to participate in something like that. Very
honored to represent Douglas County and Colorado.<br />
<b>Any nerves?</b><br />
Oh, my gosh, yes. Of course I'm worried about nerves. Absolutely. I
mean I'm human, so I worry about making sure everything is right and
that I sound good and make everybody proud.<br />

Douglas County Sheriff’s Office Opens New Medical Unit to Take Care of Inmates, Saves Taxpayer Money and Resources</h1>

Douglas County Sheriff’s Office has opened their
new eight bed medical unit and is already taking care of inmates with
medical needs. The medical unit is part of the completion of the justice
center expansion project. The ability to house inmates with medical
needs saves money and resources for the county and ultimately,
taxpayers. DCSO now has the ability to care for inmates with certain
medical needs in its own facility instead of having them rehabilitate at
a hospital which can cost more because of hospital fees and 24 hour
on-site security by DCSO deputies.<br />
Sheriff Spurlock said: “The vision and commitment to better serve our
citizens, employees, judges and inmate population while also increasing
safety and security was a collaboration of Douglas County Government
(including the Board of County Commissioners, Douglas County Facilities
and DCSO). This collaboration included careful deliberation and
forethought while being fiscally responsible stewards of taxpayer
revenue.”<br />
The Justice Center expansion started in August of 2012 which
comprised of the renovation and expansion of the County’s justice center
to address serious concerns about facilities for inmates with mental
illness, inmates with medical issues, ADA requirements, overall site
security as well as lack of secure parking for staff department assets
and Judicial staff.<br />
The first phase of the project was the parking garage, which was
completed in November of 2013. The completion of the parking garage now
affords additional employee parking, along with secured parking spaces
for law enforcement vehicles as well as security needs for other
department assets.<br />
The second and final phase, renovation and expansion of the detention
facility are now complete. This expansion phase was the reconfiguration
and repurposing of existing housing areas to provide for ADA
requirements, plumbing issues and other internal space remodel needs and
to enhance site security, and ingress and egress issues. DCSO now has
the capability to house and treat special populations, minor medical
issues and recovery on site, mental health populations, additional
females and segregation of female special populations more effectively
and efficiently.<br />
The total project was allocated $25 million and was completed on time
and on budget, funded by the Justice Center Sales tax which was
approved by voters in 1995 and extended in 2007.<br />
The dedicated funds used for these expansions have come from the
sales tax paid for by, not only Douglas County citizens, but an
estimated 65% of non-citizens who shop in Douglas County. Ironically,
this percentage is not that different from the Detentions Center average
non-resident inmate population of approximately 50-60%.<br />

The Colorado Lottery Investigations Office and The Douglas County
Sheriff’s Office is seeking the public’s help in identifying and
locating 2 person(s) of interest wanted for questioning in several
separate theft cases in the Denver Metro Area.<br />
In July of this year, the Douglas County Sheriff’s Office was
notified of a theft case in which a male goes behind the counter and
steals lottery tickets. These similar incidents have also occurred in
Arapahoe County, Greenwood Village and Parker.<br />
The male is described as a white male, in his 30’s or 40’s, 185-240 pounds, heavyset, short dark hair.<br />
The female is described as a white female, 20’s, 5’07-5’09, 135-150 pounds, blond hair or wig.<br />
They may be traveling in a newer model black 4-door sedan, possibly a Hyundai Elantra.<br />
If you can identify the subjects or have any additional information
on these cases, please contact Investigator T. Krebs at (303) 759-6824
with information or your local law enforcement agency.<br />

Sheriff Spurlock will appoint Steve Johnson to
Chief Deputy at a Douglas County Sheriff’s Office (DCSO) promotion
ceremony on August 4, 2014. Steve Johnson will be leaving his current
position as Deputy Director of Investigations for the Colorado Bureau of
Investigation (CBI) on August 1<sup>st</sup> to join Sheriff Spurlock’s command staff and oversee the Law Enforcement Bureau of DCSO.<br />
“I view the work of the Douglas County Sheriff’s Office as some of
the best in the state and beyond,” Johnson said. “To join this team is a
dream.”<br />
As deputy director of the CBI, Johnson led major state investigations
including high-profile murders, drug rings, public corruption and more.
As Sheriff Spurlock’s Chief Deputy of the Law Enforcement Bureau,
Johnson will oversee Patrol and Investigations.<br />
Sheriff Spurlock says “Steve Johnson brings with him extensive law
enforcement experience and knowledge that will benefit the citizens and
employees of Douglas County”.<br />
Johnson has worked in law enforcement for 34 years. He joined the CBI
as an agent in 2001 following a 21 year career at Littleton Police
Department. He and his wife have lived in Douglas County for 28 years
and have two children.<br />
CBI Director Ronald Sloan says the news that Johnson is joining the DCSO is bittersweet.<br />
“Although this represents a loss to the citizens of Colorado as a
whole, it is a tremendous gain for the community of Douglas County…His
performance in providing guidance and support of everything from the
most complex to the seemingly menial investigations and projects has
been nothing short of exceptional.”<br />

This bill provides that a judicial district may establish a deposit bail bond program that would work as follows: A judge would set the amount and type of bail that a defendant had to post. The new alternative bond would be posted directly to the court; not through a bail agent, and would be administered by the pretrial services agency. A hearing was conducted before the Senate Judiciary Committee and the room was so full of interested citizens that the meeting had to be moved the the old Supreme Court room. At one point, committee Chair, Senator Morgan Carroll asked all who opposed the bill to stand. Almost all stood. Opponents and proponents had the opportunity to testify. Bail agents said the bill would put them out of business. Insurance companies said the they would leave the state. Proponents of the bill testified that would not happen.</div>

Interesting. Small business owners said that they would go out of business. Companies that insure the small businesses said that they would leave the state. However, government lawyers said that would not be the case. Who knows more about whether they can remain in business than the small business owner and the companies that work with them?</div>

The proponents also said that the bill would increase public safety. This will be accomplished by “monitoring” the defendants more closely than bail agents do. What this really means is that people on deposit bonds who are supervised by pretrial services will be forced to pay for services such as meetings, random blood and/urine tests for alcohol and other substances. These are people that have yet to be convicted.</div>

Today, Undersheriff Tony Spurlock was unanimously appointed as the 33rd Sheriff of Douglas County by the Board of County Commissioners to fill the recent vacancy left by former Sheriff David A. Weaver. Earlier this week, Weaver was appointed to the Board of County Commissioners, filling the vacancy created by the departure of Commissioner Jack Hilbert. Former Sheriff Weaver said he is relieved to know that DCSO is being left in Spurlock’s capable hands. Weaver expects a seamless transition because of Spurlock’s vast experience, knowledge and passion for his community.</div>

Spurlock has served Douglas County for over 33 years and brings a wealth of knowledge to the position of Sheriff. He started with DCSO in 1980 as a dispatcher and then rose through all the commissioned ranks. Over the years he worked his way up through various positions, including commander of the Detentions, Patrol, and Investigations Divisions, Bureau Chief and Undersheriff for former Sheriff Weaver. Sheriff Spurlock is a Colorado native and he lives in Douglas County with his wife, Stacy.</div>

As Undersheriff, Spurlock oversaw the daily operations of 700 deputies, civilian employees and volunteers, as well as the 48 million dollar sheriff’s office annual budget. He is a graduate of the FBI National Academy Session 207, the FBI, Secret Service and DEA Command Schools, and he attended Metro State College. Sheriff Spurlock has served as an instructor for the Colorado District Attorneys Council and the County Sheriffs of Colorado. He was appointed as Chair of the Colorado Domestic Violence Offender Treatment Board by Governor Bill Owens’ Office in 2001 and has served as the chair of the 18th Judicial District Victim Assistance Law Enforcement Fund. He was named Officer of the Year by the 18th Judicial District in 2002. Sheriff Spurlock served as the Commander of the Douglas County SWAT Team for 5 years and has been the leader of the Critical Incident Team of the 18th Judicial District.</div>

The Douglas County Sheriff’s Office has upgraded its
emergency mass notification system. The system, CodeRED, is a
high-speed telephone emergency notification service allowing public
safety agencies the ability to deliver pre-recorded information to
targeted areas within the county. The system may be implemented in
situations such as police activity in an area, a lost child (Amber
Alert), wildfires, or any other incident in which residents in the
immediate area and surrounding areas would need to take appropriate
steps to safeguard life and property.</div>
CodeRED will attempt to deliver the message to each registered number
up to 3 times in order to maximize the number of delivered messages. It
can deliver the pre-recorded message to a live person or an answering
machine. The message will consist of six key elements:<br />

<li>Statement that it is a CodeRED emergency message from Douglas County Sheriff’s Office.</li>
<li>Time and date of the call.</li>
<li>Scope of the emergency.</li>
<li>Area(s) affected by emergency.</li>
<li>Action that needs to be taken.</li>
<li>Directions for obtaining more information.</li>
</ol>
Although many landline telephones are automatically registered with
the emergency notification database, you are encouraged to go online and
register your own personal information. By doing so, you will be
ensuring that the data pertaining to you and your home is as accurate as
possible. You know where you live – don’t let the safety of you and
your home depend on data purchased from a third party. <strong>Assure your information is accurate by going online and registering.</strong>
You will be asked for your name, address, primary phone number (which
should be your home number), and a secondary phone number. This
secondary number could be your cell, VoIP, work, or any other telephone
number you would like to be called on if an emergency notification call
is initiated in the area where your home is located. You may register as
many phone numbers to an address as you wish. Sorry, pager numbers will
NOT receive these calls, so please don’t use those as a secondary
number. Please encourage friends, family members, neighbors and
co-workers to submit their contact information. <strong>Businesses should also register.</strong>
Because there are laws about calling more than one number associated
with a business, please register the one number you want called if an
emergency affects your business. Please make sure the number provided
is one that actually gets answered by a person or answering machine, not
an automated call processing system.<br />
<strong>MISSING LATITUDE OR LONGITUDE ERROR:</strong> If Code Red is
unable to locate your address based on what you entered, a window will
come up informing you that it requires a latitude and longitude for your
address. There is a link under this message that will direct you to a
map where you can zoom in and find your street. You can also click and
hold down the left mouse button and drag the map screen in any direction
to get closer to where your street is located. Once you find your
street, you can zoom in further and you will begin to see street names.
Pinpoint your residence as accurately as possible, then double click on
that point and the map software will add a star. If the location is
correct, click the SUBMIT button. Then navigate back to your information
screen. You must click the SUBMIT button near the bottom of that screen
to add your information to the database. You will then see a “thank
you” screen, and you are done!<br />

This was written by fellow Bondsman and Father in Law to our founder; Al Perna. "Ask anyone what a bail bond agent does and they are likely to say
that he “gets people out of jail”. Others may say that he sometimes gets
people out of jail and puts them back in jail like that guy on TV.<br />
During the past month, it has become clear to me that Bail Bonds is a
customer service business. A good bail bond agent provides a service…to
several different customers. Let me explain.<br />
At least 8 times in the past month, I have received a call from a
person who has learned that he had a warrant for his arrest and wanted
to take care of it. All 8 cases played out in the same manner, so I will
use one as an example to make my point.<br />
A young man called me and told me that he learned that he had a
warrant for his arrest and wanted to find out how to take care of it. A
deputy sheriff had called him and told him that there was a warrant and
he needed to turn himself in at the jail. He wanted to find out if there
was a better way to handle the situation.<br />
Most people believe that an arrest warrant is the first step in going
to jail. I tend to think of it as the first step in getting before the
court. The warrant commands law enforcement to seize the person and
bring him before the court. So, it’s more about going to court. Going to
jail is incidental. A big incidental.<br />
In speaking with the young man, I obtained his personal information
and was able to confirm that there was an arrest warrant for a property
crime and that the court had set a bond of $2000. I told him the best
way that I know to handle the matter. I know of a particular facility
that is best and handling “walk-thru” bonds. We would meet there, he
would be “booked”, I would post the bond and he would be assigned a date
to return to court. Yes, he would be “going to jail” but he would not
have to stay there until court. The bond would allow him to be free of
custody until and appear in court as directed. This could all be
accomplished in about two hours.<br />
We did accomplish this just as I did with the other seven people who
called me. Indeed, word had spread and I am receiving more calls from
people who heard about it from a friend or attorney and we are taking
care of their warrants.<br />
It’s obvious that the person with the warrant is a customer and the
service that I provide is post the bond. However, there are several
other, less obvious, customers.<br />
The first is law enforcement. People are contacting me and I am
arranging to bring them to law enforcement instead of law enforcement
going out and looking for them.<br />
The second customer is the jail. I know when the jails are busiest
and when they are not. I schedule the “arrest” for times when the jail
is the slowest so that we are in and out faster. This benefits the jail
as it spreads out the work load.<br />
The third customer is the court. The court has ordered that the
defendant be brought in to answer to the charges. I help arrange the
meeting.<br />
The fourth customer is the victim of the crime. The victim deserves
to have his day in court. The only way that happens is if the defendant
shows up. I make that arrangement, as well.<br />
Finally, law enforcement may be a customer again. If the defendant
fails to appear, the court will issue another arrest warrant as well as a
forfeiture notice. I must seize the person and bring him before the
court or I must personally pay the full amount of the bail. You can bet
that I’m going to do my best to find the person so that I don’t have to
pay.<br />
So, Bail Bonds is clearly a customer service business. If only more people understood this."<br />
<br />
Oftentimes; in the course of our work as Bail Bondsmen, we wear many hats and must be adept at switching roles quickly. For example: numerous times per day, we will immediately switch from speaking with a defendant and their loved ones; who may need us to assume more of a counseling role than anything else, to speaking with Judges, Court Clerks, Attorneys, Law Enforcement, Jail Personnel, etc.; who typically are "just about the facts", to back to the counselor role in assisting the defendant and their loved ones.<br />
<br />
As Al's blog post demonstrates; while our generic role is Customer Service, who that customer is goes far beyond the cover and is what comprises the book.<br />

"Pretrial Release Agencies: Bail Bond Myths? Propaganda? Or Just Misguided Fantasy?

I just finished reading the latest piece of fictional research being
disseminated by the Pretrial Justice Institute (PJI), and I thought I
would share my thoughts on it. While I do enjoy a good crime novel
every once and a while, this specific story fell short in both storyline
and substance. And while I don’t typically like to ruin a good story
or give away the end, I am not really worried about that here because to
be honest, there is nothing new to this latest story that hasn’t been
said previously. <br />
<br />
PJI once again has decided to put time, effort, and more likely than
not, your tax-dollars into disseminating anti-bail propaganda to try and
discredit the <strong>commercial bail bond industry</strong>. For
those of you who don’t know who PJI is, they are the leading advocate
for the elimination of all commercial bail in every instance of release
pending trial. So it is no mystery why they continuously go after and
try and undermine the commercial bail industry and its proven
effectiveness. In this latest attempt, they have gone after several
research studies. Their focus is on discrediting and pointing out
“so-called” limitations in not one, not two, but <strong><u>SIX</u></strong>
different research studies that all prove that financially secured
release is more effective than other forms of release (specifically
unsecured release). And please know that these research studies
weren’t conducted in the back office of a bail bond agents retail
operation, as it almost feels like the PJI community would like you to
believe. But rather the studies that PJI is trying to discredit are
coming from some of the nation’s leading research and criminal justice
experts and Universities, including The University of Arizona, The US
Department of Justice, Bureau of Justice Statistics, and The University
of Chicago to name a few. <br />
<br />
What is eerily missing from this story is a single study that shows that
unsecured release is the most effective form of pretrial release. Why
is that? Because one doesn’t exist. Why is that? Because anyone who
looks at comparing these forms of release (like the six studies
referenced in the study PJI is disseminating) all come to the same
conclusion…that <a href="http://www.expertbail.com/resources/bail-bond-faqs" target="_blank">financially secured bail</a>
outperforms unsecured bail in appearance rates and recidivism rates
every time. Remember, we aren’t talking about a single study; we are
talking about 6 studies. <br />
<br />
As one of its conclusions, PJI suggests that more research be conducted
to determine the best way to manage pretrial populations. But to be
honest, do we really need more research to show us that financially
secured release is the most effective form of release only to have PJI
than discredit the research because it didn’t help push their
anti-commercial bail agenda. I don’t think so. <br />
<br />
What I would like to see is PJI look in the mirror at themselves. They
need to do a study on their performance and share those results with the
entire criminal justice system (which by the way, they never seem to
want to do). They need to answer a few questions… questions like, how
effective are they at ensuring someone released through one of their
pretrial service agencies is showing up for court? How effective are
they at ensuring that someone released through one of their programs is
not out committing additional crimes? And most importantly, how
effective are they at going out and getting someone when they don’t show
up for court? Oh wait, I forgot, they don’t go out and get them. That
is not their job. Instead it falls on an overworked and undermanned law
enforcement community to clean up Pretrial’s failures. <br />
<br />
When and if PJI decides to look at these issues, it would help if they hold themselves to the same criteria that the <a href="http://www.expertbail.com/" target="_blank">commercial bail bond</a>
industry does when calculating appearance rates. For example, when a
defendant has 10 scheduled court appearances and attends 9 of them,
missing the last one, the bail industry considers that a Failure to
Appear (FTA) rate of 100%. A pretrial service agency looks at that same
scenario and calculates their FTA rate as only 10%, because the
defendant only missed 1 of 10 appearances. Not quite the apples to
apples comparsion they would like you to believe it is? And the worst
part of this…for PJI, not for the bail industry…is that even when <a href="http://www.pretrialtruth.com/" target="_blank">pretrial services</a>
calculates their FTAs in this way, the commercial bail industry still
outperforms them. Maybe that is why they don’t want anyone to see or
at least now believe the research.<br />
<br />
While the pretrial community can continue to sling mud and arrows and the <a href="http://www.aiasurety.com/" target="_blank">commercial bail bond industry</a>
and discredit the research studies of leading experts and institutions
around the country, commercial bail will continue to do what we do. We
will continue to live up to the promises we make to the families of
those defendants we bail out. We will continue to keep the promises to
the courts that we will return those defendants. We will continue to
keep the promises to the communities in which live, work, protect and
support. Why? Because it is what we do and what we have always done.
Because bail does work. We know it works. Research shows it works.
97% of Sheriffs say it works. 90% of Judges say it works. And at the
end of the day, isn’t that all that should matter. I look forward to
hearing your comments."</div>

As Brian plainly states; it is hard to argue with facts. Now, the powers that are pushing these initiatives have realized this. So, since none of the six independent research studies supported their cause, they decided to design a study that would. Proving the adage that "great marketing lends credibility"; they even adopted a new catch-phrase: "Evidence-Based Practices"....It just oozes "Credibility".</div>

criminal justice in the department of public safety. The resource center will

evidence-based practices. An advisory board will oversee the resource
center."</div>

public safety, corrections, human services, criminal justice and probation. "The
division of criminal justice is authorized to accept gifts, grants and donations
for the program." The members of the board will not be compensated. </div>

Jeffco and was written by Michael R. Jones. Jones was the Criminal Justice
Planning Manager for Jefferson County at the time. That report lead to a report
published by the Pretrial Justice Institute "The Colorado Pretrial Assessment
Tool". The report was authored by Michael R. Jones as well. Mr. Jones no longer
works for Jefferson County. He is a senior project associate for the Pretrial Justice
Institute and runs the Colorado Office. His job is to assist jurisdictions in
"implementing more legal and empirically-based pretrial policies". <a href="http://www.pretrial.org/ABOUTPJI/STAFF/Pages/default.aspx">Staff -

The crazy thing is; these con men will probably succeed in selling it. </div>
